What did Rudy Giuliani actually do after 9/11?

It seems that everyone talks about him being a strong leader after 9/11 as being a strength. What did he actually do? He made speeches and attending funerals and appeared strong (and frequently) in front of the public. That is the job of any mayor, and doesn't mean he is more qualified for president than any other big city mayor. I can't think of anything he actually did that was special. Can anyone think of an action or decision he made between 9/11/01 and 12/31/01 that his democratic predecessor or republican descendant wouldn't have done?
